A Framework for Pedestrian Bridge Rock Foundation Risk Assessment and Management

ABSTRACT: This paper describes a framework developed to qualitatively rate the foundation stability of a rock supported bridge which can be used along with failure consequence rating to determine relativasset management decisions. Unlike the structural inspection of highway and pedestrian bridges which follow prescriptive guidelines, no formally established framework exists in Canada to incorporate review of rock supported foundations into periodic bridge inspection programs. A systematic procedure for collecting site geologic data and noting environmental factors impacting foundation stability was created to aid in characterizing and rating the relative stability hazard for 25 pedestrian bridge sites. In order to rate the relative site hazard or probability of foundation failure for each site, a unique model was developed based upon the FHWA Rockfall Hazard Rating System. Structure failure consequence and probability of rock failure (based on stability rating) for each site were evaluated through a hazard-consequence matrix to determine the relative risk of each site. That risk assessment was used as a basis to develop recommendations regarding the frequency and scope of on-going monitoring and to convey the relative urgency of remedial measures to be considered. This framework could be used as a basis to integrate rock foundation review into ongoing bridge inspection and asset management programs.
