ABSTRACT: For several decades, the City of Victoria was experiencing excessive total and differential settlements in the area around the intersection of Vancouver and View Streets. These settlements had resulted in surface distress to the sidewalk and roadways, as well as damage to underlying utilities. In late 2007 and early 2008, approximately 143m and 215m long roadway sections were reconstructed on Vancouver and View Streets, respectively. A key design element to address the ongoing settlement issues was inclusion of a layer of lightweight cellular concrete as the roadway subbase material. This lightweight material reduced the effective stress on the underlying soil. Since reconstruction, no settlement related maintenance of the roadway or utilities has been required.
