Comprehensive environmental management plan in support of a Permit to Take Water (PTTW) on a large trunk sewer tunnelling project in York Region

ABSTRACT: Extensive efforts were taken by York Region to deliver the recent Southeast Collector (SEC) Trunk Sewer Project upgrades to the York-Durham Sewage System that is co-owned by the Regional Municipalities of York and Durham. A Permit to Take Water (PTTW) was secured for the project, focusing on regular construction water takings (sump pumping) and contingency dewatering. To address the two different scenarios, the Region prepared a comprehensive environmental management plan including monitoring of surface water features, terrestrials and private wells. The initial monitoring network included over 300 monitors and was resized as the tunnelling progressed. The SEC was commissioned in 2015. The PTTW along with the environmental program were successfully implemented during construction without any impact either on the environment or on private wells. The SEC implementation proved to be one of the most successful regional projects where York Region was able to maintain compliance on all permits/ approvals and ensure due-diligence on all previous commitments made to the public.

RÉSUMÉ: Southeast Collector (SEC) Trunk Sewer une mise à jour récente du système d'égouts de York Durham co-propre par les municipalités régionales de York et de Durham. A Permit to Take Water (PTTW) a été fixé sur le projet en mettant l'accent sur les prises régulières d'eau de construction (pompage puisard) et sur la contingence de la déshydratation. La Région a préparé un plan de gestion adresser les deux scenarios différents. Le réseau initial de surveillance comprenait plus de 300 moniteurs et il a été redimensionné pendant que le creusage des tunnels a progressé. La SEC a été mise en service en 2015. Le PTTW, SEC les plus réussis. La région de York pouvait maintenir la conformité sur tous les permis et tous les approbations et d'assurer la diligence raisonnable sur tous les engagements précédents prises au public.
