Geotechnical Challenges in Willingdon Avenue Interchange on the Port Mann Highway 1 Improvement Project

ABSTRACT: The Willingdon Avenue Interchange is located near the west end of the Port Mann Highway 1 Project, a recently completed major infrastructure upgrade in the Metro Vancouver area. The interchange, originally constructed in the 1960s, is underlain by peat and clayey silt with stability and settlement challenges. The interchange remained relatively unchanged until the recent upgrade works which were completed between 2009 and 2014. The recent upgrades involved the widening Highway 1, replacement of the Willingdon Avenue Underpass and realignment of interchange ramps. An environmental compensation area which included cuts for channel alignments was also constructed in the northeast quadrant of the interchange within the footprint of a previous deep-seated failure in the 1960s. This paper will discuss the design details developed for the original 1960s construction and compare them with the design details used for the recent upgrades, which included a shorter Willingdon Avenue Underpass constructed in two stages, bridge approaches supported using pile-supported embankments and lightweight fill, preload/surcharge for interchange ramps and an observational approach to construct the environmental compensation area where the 1960s failure occurred.
